NPCs

Alrighty, I'm going to get started on cleaning up the NPCs on our manifest, as there are loads on there, and barely any of them get used. From now on, I'd like everyone to only create NPCs which they will actually use, and each must have at least a very basic description in their biographies.

Department heads: I'll be PMing each of you regarding the NPCs in your departments, and asking which ones you want to keep, if any, and which will be deleted.

I'll be dealing with the NPCs who don't currently have a PC department head.
